How to Register Under the BOCW Act
The Building and Other Construction Workers (BOCW) Act, 1996 is India's primary legislation for construction worker welfare. Registration is mandatory for establishments with 10+ workers on projects costing over Rs 10 lakh.
Who Needs to Register?
The BOCW Act applies when:
- 10 or more workers are employed at a construction site
- Project cost exceeds Rs 10 lakh
- Activity involves building, road, bridge, dam, or any construction work
Contractor Registration Process
Required documents: Firm registration, PAN card, Aadhaar, project details (site address, cost, duration), worker list, and bank details.
Steps:
- Visit your state labour department website (e.g., mahabocw.in for Maharashtra, upbocw.in for UP)
- Click "Employer/Establishment Registration"
- Fill the form with project and worker details
- Upload required documents
- Pay registration fees (Rs 50-500 depending on state)
- Download registration certificate
Timeline: 7-15 working days online, 15-30 days offline.
Worker Registration Process
Eligibility: Age 18-60, minimum 90 days of construction work in the last 12 months.
Required: Aadhaar card, age proof, 90-day work proof (contractor certificate or self-declaration), passport photo, and bank account.
Steps: Visit the state BOCW board website or nearest labour office, fill the registration form, attach documents, pay Rs 25-50 fees. After verification, the BOCW card is issued. Renewal is required every 1-3 years.

Contractor Responsibilities
- Register the establishment under BOCW
- Maintain worker records (name, age, Aadhaar, wages)
- Ensure safety measures (helmets, safety belts, scaffolding)
- Keep daily muster rolls and attendance records
- Pay at least minimum wages
- Report accidents within 24 hours
- Maintain first aid facilities on site
