What is a Schedule of Rates (SOR)?

A Schedule of Rates is a published document listing the unit rate for each construction item. It includes:

  • Item description — Detailed specification of the work (e.g., "Providing and laying in position cement concrete of specified grade excluding the cost of centring and shuttering — All work up to plinth level — 1:1.5:3 (1 cement : 1.5 coarse sand : 3 graded stone aggregate 20 mm nominal size)")
  • Unit of measurement — cum, sq m, kg, running metre, etc.
  • Basic rate — Cost per unit including materials, labour, and sundries at base location prices
  • Item code — Unique number for identification and billing

The SOR is the official basis for:

  1. Preparing project estimates
  2. Inviting tenders
  3. Comparing contractor bids
  4. Preparing and verifying RA bills

Step 3: Quote a Tender Percentage

Most government tenders use the percentage rate system:

  • Contractor quotes a single percentage above or below the estimated cost
  • Example: "5% below" means the contractor will execute all items at 95% of DSR rates
  • The lowest technically qualified bidder (L1) usually wins

Step 4: Execute and Bill

During construction:

  • Work is measured by the department's measurement book (MB)
  • RA bills are prepared using: Quantity x DSR rate x (1 - tender discount %)
  • Bills are verified, certified, and payments released
